A technical training course on water resources development and water environment treatment in Kazakhstan opened in Changsha on April 10, 2025. The training was organized by the Ministry of Commerce and undertaken by the Zhongnan Engineering Corporation Limited of the Power Construction Corporation of China (POWERCHINA). The first group of 30 trainees from Kazakhstan's government departments, scientific research institutions, and water affairs enterprises attended the course. This marks a significant advancement in the technical cooperation in the field of water resources between China and Kazakhstan.
In recent years, Central Asia has been facing the dual challenges of water shortages and the governance of cross-border rivers. Through systematic sharing of China's technical achievements in such fields as comprehensive river basin treatment and agricultural water conservation, the training will promote upgrading of the China-Kazakhstan partnership from traditional engineering cooperation to a model of mutual learning in technical standards. The trainees will participate in the planning of a joint dispatching program for the Ili River-Lake Balkhash Basin, and the relevant results are expected to be incorporated into the framework of cross-border water resources cooperation between China and Kazakhstan.

The training is the first special talent training program for the implementation of the China-Kazakhstan Memorandum of Understanding on Water Resources Cooperation. The course covers such core areas as water conservancy project management and intelligent water affairs system, focusing on the analysis of China's technological practices in flood prevention and disaster mitigation, and water conservation and irrigation. During the training period, the trainees will carry out field visits to water conservancy projects in Hunan and Guangdong, promoting precise alignment between China's water management experience and the actual needs of the Kazakh side through case studies.
The POWERCHINA Zhongnan Engineering Corporation Limited will organize four special technical training courses for Kazakhstan within the year, to cultivate one hundred water management talents. The training content is deeply combined with the characteristics of Kazakhstan's water resources distribution, focusing on the demonstration application of digital technology in watershed management, water environment management, and other scenarios, which will reserve professional and technical forces for the subsequent joint implementation of water cooperation projects.
